Detailed designs for new swimming pools in Sowerby Bridge and Brighouse, West Yorkshire have been submitted for planning approval by Calderdale Council.
The council has already appointed Hertfordshire-based construction company, Willmott Dixon, to build the new £10.5m facilities, which are part-funded by the sale of Leeds-Bradford International Airport in 2007.
Both complexes, which have been designed by Saunders Boston, will include a 25m swimming pool, a lerner pool, a fitness studio and a multi-purpose room, and form part of the council's plans to replace existing leisure facilities in the area.
Ian Cooper, the council's cabinet member for community services, said: "A number of events have been held in both towns to ensure that residents and service users had a key role in shaping the designs and we have attempted where possible to incorporate their views.
If the designs are approved, it is hoped that work will get underway in the summer, with the new facilities scheduled to open in late autumn 2010.
