Plans unveiled for £300m regeneration of Millbay
English Cities Fund (ECf) and the national regeneration agency English Partnerships are submitting an outline planning application to Plymouth City Council aimed at transforming a brownfield site at Millbay, Plymouth, into a new waterfront community.
The £300m proposal will comprise new homes with commercial, retail and leisure spaces on reclaimed land in a partly redundant harbourside area close to the city centre.
The outline planning application is expected to include proposals for 17,700sq m (190,500sq ft) of retail and leisure space; a tree-lined boulevard; a new city square with trees, water features and seating; a new harbour square featuring cafés, bars and restaurants with access to the water’s edge; pedestrian areas, walking routes and cycleways; a new marina with up to 10,000sq m (108,000sq ft) of space for marine-related businesses and possible future cruise liner facilities and a new hotel.
Additional facilities will include 21,000sq m (226,000sq ft) of business space and subsidised housing.
The plans were drawn up in collaboration with English Partnerships, Plymouth City Council and the South West of England Regional Development Agency (RDA) over the last four years.
Subject to approval, the outline planning application will be followed by a series of phased detailed planning applications for different parts of the scheme over the next eight to 10 years. Each of these will be the subject of detailed community consultation.
